Are you an experienced corporate PMO leader ready to shape and drive a complex, high-profile portfolio at scale?
Dudley Council is seeking an exceptional Corporate PMO Lead to provide strategic leadership of our corporate Project Management Office and oversee delivery across the full council portfolio — including capital programmes, major improvement initiatives, inspection readiness, business process redesign, and cultural transformation.
This is a pivotal leadership role at the heart of organisational change.
The Opportunity
Reporting to senior leadership, you will:
- Lead and mature the Corporate PMO – ensuring a cohesive, high-performing portfolio aligned to Council priorities.
- Embed robust governance and methodology – developing proportionate, user-friendly frameworks (PRINCE2, Agile, or equivalent) that drive transparency and delivery confidence.
- Oversee portfolio performance – assuring compliance, financial control, risk management, and benefits realisation across all programmes.
- Provide executive-level insight – delivering high-quality reporting and dashboards that enable informed decision-making.
- Build capability and culture – mentoring PMO professionals and fostering accountability, continuous improvement, and delivery excellence.
- Navigate complex stakeholder landscapes – working across directorates, elected members, partners, and multi-agency environments to resolve delivery challenges.
- Champion transformation – acting as a visible advocate for improvement and organisational change.
- Ensure compliance and assurance – maintaining adherence to statutory, governance and health & safety obligations.
About You
You will bring:
- Significant corporate portfolio leadership experience within the public sector (local government experience strongly preferred).
- A proven track record of delivering complex, high-value, multi-programme portfolios.
- Experience operating within politically sensitive and multi-agency environments.
- Strong financial oversight and risk management capability.
- The credibility and presence to influence at senior executive and member level.
- A passion for raising standards, simplifying governance, and driving measurable impact.
This role requires strategic clarity, operational grip, and the confidence to challenge and support senior stakeholders in equal measure.
